Terms & Conditions
1. Scope and acceptance
These General Terms and Conditions apply to all service applications submitted to the Free Zones Authority of Ajman, referred to in these terms as "FZA" or "the Authority," through the Customer Portal, Mobile Application, Customer Experience Center, Contact Center, Agent Portal, Smart Kiosk, or any other channel authorized by FZA.
These terms must be read together with:
- The relevant service card.
- The application details and payment summary.
- Any service-specific terms, declarations, or forms.
- FZA rules, regulations, policies, and approved price lists.
- The applicable Privacy Notice and Refund Policy.
- Applicable laws, regulations, and decisions in force in the United Arab Emirates and the Emirate of Ajman.
By selecting "I Agree," or using any other approved electronic method of acceptance, and then proceeding to submit the application or pay the applicable fees, the applicant or their lawful representative confirms that these terms have been read, understood, and accepted, and agrees to be bound by them.
Where an approved service-specific condition conflicts with these General Terms and Conditions, the service-specific condition will apply to that service to the extent of the conflict. Mandatory laws, regulations, and decisions will always take precedence.
2. Applicant eligibility and authority
The applicant confirms that they have the legal capacity, status, and authority required to submit the application.
Where an application is submitted on behalf of a natural or legal person, including a company, shareholder, employee, customer, or any other party, the applicant confirms that they are legally authorized to take all actions relating to the application on that party's behalf. FZA may, at any time, request a power of attorney, board resolution, authorization letter, Specimen Signature Form of the Shareholder and Manager, identification document, or any other evidence it considers necessary to establish or verify the applicant's status or authority.
The applicant is responsible for protecting the confidentiality of their account credentials, UAE PASS credentials, one-time passwords, and other authentication details. Any suspected unauthorized access, misuse, or compromise must be reported to FZA immediately through an authorized support channel.
FZA is not responsible for any action, transaction, or application completed using the applicant's account or authentication credentials before FZA receives such notification and takes the appropriate action, unless the matter results from gross error or gross negligence by FZA.
3. Accuracy of information and documents
The applicant confirms that all information, declarations, required documents, photographs, signatures, video recordings, payment information, and records provided to FZA are:
- True, accurate, complete, and current.
- Authentic, valid, and lawfully obtained and used.
- Clear, readable, and unaltered, except where an alteration is officially authorized or certified, as applicable.
- Relevant to the natural or legal person, company, employee, or transaction concerned.
The applicant must review all information, documents, and payment details, including any information that is pre-filled, auto-filled, attached, or retrieved electronically from systems, before submission, and must correct or report any information that is inaccurate, incomplete, or outdated.
FZA may, at any time, verify the information, documents, and payment details submitted; request clarification, additional documents, or payment of additional amounts or fees where necessary; or return the application for completion or correction.
Submission of false, misleading, forged, unlawfully altered, incomplete, or fraudulently obtained or used information or documents may result in the application being suspended, returned, rejected, or cancelled, without prejudice to FZA's right to take any other action or refer the matter to the competent authorities where required by applicable laws, regulations, or decisions.
FZA is not responsible for any delay, rejection, cancellation, or legal or financial consequence resulting from information or documents that are inaccurate, incomplete, outdated, or not updated by the applicant.
4. Service eligibility, requirements, and approval
Submitting an application or paying the applicable fees does not create an acquired right to receive the service and does not constitute approval of the application or a commitment by FZA to issue the requested approval or outcome.
Each application remains subject, according to the nature of the service, to:
- The eligibility conditions shown on the relevant service card.
- Completion of all required information, documents, and requirements.
- Payment of applicable fees and outstanding amounts.
- FZA operational, legal, compliance, and regulatory review.
- Applicable inspections, security approvals, risk assessments, quotas, and eligibility limits.
- Approval or verification by relevant government entities, strategic partners, or other competent authorities, where required.
- Obtaining any approval or No Objection Certificate (NOC) for the business activity from the relevant external authority, where required.
- Any additional requirements or conditions imposed under applicable laws, regulations, or official decisions.
FZA may return an application for completion or correction, request additional information or documents, place the application on hold, or reject it where the applicable conditions or requirements are not satisfied or for any other reason permitted under applicable laws, regulations, or decisions.
If an application is returned three times for completion or correction and the applicant does not provide the required information or documents to FZA, the application will be automatically rejected.
5. Pre-filled information and document reuse
To reduce repeated data entry and support the UAE Ask Once and Zero Bureaucracy principles, FZA may retrieve and reuse available information and documents, where permitted under applicable laws, regulations, and decisions, from:
- FZA customer, company, employee, or service records.
- Previous FZA applications.
- Government systems and digital records authorized for connection or data exchange.
- Approved systems of strategic partners or other competent authorities.
- UAE PASS or other approved identity-verification or digital identity services.
FZA may pre-fill information or automatically attach documents within an application, including documents marked "Auto-filled" on the service card, where the available information or document is valid, current, and suitable for the requested service.
The applicant remains responsible for reviewing all pre-filled, auto-filled, or system-retrieved information and documents before submission, confirming that they are accurate, complete, and current, and reporting or updating any information or document that is inaccurate, incomplete, expired, or outdated.
FZA is not responsible for any consequence arising from the applicant's acceptance or use of inaccurate, incomplete, or outdated information or documents that the applicant did not correct or update before submission.
6. Bundled, linked, and proactive services
Some FZA services may include bundled, linked, supplementary, proactive, or automatically initiated services, or services whose procedures are created or completed automatically, depending on the nature of the service and the approved process.
Where such services are clearly identified in the service card, application summary, or a related notice, submission of the application authorizes FZA, to the extent necessary, to:
- Create the related service requests or transactions.
- Reuse information and documents that have already been verified, where permitted.
- Exchange the minimum information required with relevant government entities, strategic partners, or service providers in accordance with applicable laws, regulations, and decisions.
- Coordinate the procedures, approvals, and transactions linked to the service.
- Send notifications, status updates, and required actions through authorized communication channels.
No optional additional charge will be imposed unless it is disclosed to and accepted by the applicant, or is required under applicable laws, regulations, decisions, or approved fee schedules.
Where applicable law or a competent authority requires separate consent for an optional proactive service, biometric processing, or a third-party service or offering, FZA will obtain that consent separately before taking the relevant action.
7. Identity verification and compliance checks
FZA may, at any time, verify the identity, legal status, authority, residency, immigration status, ownership, eligibility, and any other information relevant to the applicant, related parties, or the application through approved methods, including:
- UAE PASS.
- Emirates ID, passport, Gulf Cooperation Council identity document, or other approved official identification.
- Verification against approved government records or systems.
- Electronic signatures, electronic seals, and approved electronic authentication methods.
- Facial verification, biometric matching, or liveness verification, where applicable and in accordance with applicable laws and regulations.
- Document-authenticity checks and detection of indicators of fraud or tampering.
FZA may also conduct compliance checks according to the nature of the service, including:
- Know Your Customer (KYC) and re-KYC verification.
- Ultimate Beneficial Owner (UBO) verification, where applicable.
- Politically Exposed Person (PEP) screening.
- Sanctions-list and watch-list screening.
- Anti-money-laundering, counter-terrorist-financing, and counter-financing of illegal organizations checks in accordance with applicable legislation.
- Security, fraud, risk, and regulatory-compliance assessments.
FZA may request additional information or documents for due-diligence or compliance purposes and may suspend processing until the required review is completed and all applicable requirements are satisfied.
Completion of identity-verification or compliance checks does not oblige FZA to approve the application where the applicable conditions or requirements are not satisfied or where a legal or regulatory restriction exists.
8. Fees, taxes, and payment
The fee displayed on the service card may be a fixed fee or a "starting from" amount.
The final amount may depend on the selected service, package, activity, legal form, number of shareholders or employees, visa quota, location, lease, service duration, urgent-processing option, value-added services, government or partner fees, deposits, fines, penalties, insurance, delivery charges, applicable taxes, or other statutory charges.
The approved fees and prices in force on the application date will apply. FZA may amend, add, or cancel fees in accordance with applicable laws, regulations, decisions, circulars, or approved fee schedules.
Where there is a difference between indicative fees displayed on a service card or digital channel and the amount calculated from the application details, service requirements, or competent-authority charges, the final amount shown in the application summary or invoice will prevail.
The applicant must review the final application summary and invoice before payment.
Payment must be made through an FZA-approved payment method or payment service provider. Payment is considered successful only after confirmation is received by the FZA system or the approved payment provider.
Payment of a fee:
- Does not constitute approval of the application.
- Does not waive any outstanding requirement or condition.
- Does not prevent FZA or another competent authority from requesting additional information or documents.
- Does not guarantee acceptance of the application or issuance of an approval.
- Does not guarantee a particular processing result or service-delivery time.
An electronic receipt or invoice may be issued through the Customer Portal, Mobile Application, email, or another approved electronic or digital channel.
Value Added Tax (VAT), where applicable, will be applied in accordance with the tax legislation in force in the United Arab Emirates. Whether a fee is inclusive or exclusive of VAT will be stated on the service card, invoice, or other notice issued by FZA, as applicable.
9. Cancellation and refunds
Cancellation and refund eligibility depend on:
- The relevant service.
- The stage reached in processing.
- The approved FZA Refund Policy.
- The applicable price list.
- Any service-specific refund condition.
- Fees already paid to government entities, external authorities, strategic partners, or service providers.
- Work, inspections, certificates, approvals, or value-added services already completed.
Amounts already used to process an application, paid to a government entity, external authority, strategic partner, or service provider, or consumed in completing any part of the service may be non-refundable in accordance with the applicable policies, laws, regulations, or decisions.
Where a service card expressly states that a full refund applies if an application is not accepted, that statement applies only to that service and remains subject to any exclusions or conditions displayed for the service.
Approved refunds will normally be returned through the original payment method, FZA wallet, or another approved method after completion of the required financial and identity-verification checks.
Where the relevant service requires a financial guarantee and an approved refund of that guarantee becomes due, the beneficiary of the refunded financial guarantee will be the company on whose behalf the guarantee was paid, subject to FZA's approved financial procedures and applicable legal or regulatory requirements.
A refund may not be transferred to another person or account except in accordance with FZA-approved procedures and after verification of the relevant authority and regulatory requirements.
Refund requests will be processed within FZA's approved financial procedures and timelines. The actual refund period may vary according to the payment method or the financial institution concerned.
10. Estimated service-delivery time
The service-delivery time displayed on the service card is an estimated or target time unless expressly stated otherwise.
The processing period normally begins only after:
- All required fields have been completed.
- All required and valid documents have been received.
- Payment has been successfully completed, where applicable.
- All mandatory prerequisites have been satisfied.
- Required external approvals, including a No Objection Certificate (NOC) where applicable, and external verifications have been obtained or completed.
FZA may suspend processing until missing requirements, information, or documents are provided, or until the applicant or a competent authority completes any required action. A suspension period is not included in the service-level or processing time.
Time spent waiting for the applicant to complete information, provide missing documents, amend returned information, upload documents, attend an inspection, complete a signature, or take any other required action is not included in FZA's service-level or processing time.
Unless a different validity period is expressly stated for the relevant service, if an application remains open for more than 30 calendar days without completion, the application will expire or be closed and a new application must be submitted.
The processing time may resume or be recalculated, depending on the nature of the service, after all requirements have been completed and received by FZA.
Processing may also be affected by government entities, strategic partners, payment providers, technical dependencies, scheduled maintenance, public holidays, exceptional demand, or events outside FZA's reasonable control.
FZA will use its authorized channels, where applicable, to provide application status, required actions, and material updates.
11. Electronic transactions, records, and signatures
The applicant agrees that the application and related transactions may be completed electronically.
Electronic acceptance may include:
- Selecting an acceptance checkbox.
- Entering a one-time password.
- Using UAE PASS.
- Applying an electronic or digital signature.
- Confirming through the Customer Portal or Mobile Application.
- Using any other approved electronic-authentication method.
Electronic applications, declarations, approvals, signatures, seals, records, timestamps, notifications, audit logs, receipts, and correspondence may be retained and used as evidence of the transaction in accordance with applicable law.
The applicant is responsible for maintaining the confidentiality of their account and electronic-authentication credentials and is responsible for any action completed using those credentials unless unauthorized use is reported to FZA in accordance with the approved procedures.
The applicant agrees to receive operational communications relating to the service through registered channels, including the Customer Portal, Mobile Application, email, SMS, WhatsApp, telephone, or another approved channel.
The applicant must keep their contact details current. Incorrect or outdated contact information may delay notifications or service completion.
12. Personal data and privacy
FZA will process personal data and information relating to companies, employees, shareholders, members of boards of directors, company managers or license holders, and transactions in accordance with the applicable FZA Privacy Notice, FZA internal policies, and the data-protection laws and regulations in force in the United Arab Emirates.
Data may be processed for purposes including:
- Providing and administering the requested service.
- Identity and legal-authority verification.
- Integration with government entities and strategic partners.
- Payment, invoicing, and financial reconciliation.
- Regulatory and compliance obligations.
- Fraud prevention, risk management, and information security.
- Customer support and complaint handling.
- Lawful analytics and continuous service improvement.
- Record retention and audit requirements.
FZA may obtain information directly from the applicant or from authorized FZA records, government entities, identity services, or strategic partners, to the extent necessary to provide the service or comply with legal or regulatory requirements.
FZA may share information with competent government entities, authorized service providers, payment providers, professional advisers, or strategic partners to the extent necessary to provide the service, comply with the law, protect rights, or perform an authorized government function.
FZA will retain data and records for the period required by applicable laws, regulations, and policies. After that period, data may be deleted, destroyed, or anonymized in accordance with approved procedures, unless a longer retention period is legally required.
FZA will apply appropriate controls for data access, information security, retention, deletion, and auditing. Further information on data-subject rights and privacy contact channels is provided in the applicable FZA Privacy Notice.
Acceptance of these service terms does not constitute consent to optional marketing or promotional communications. Such communications will be managed through a separate consent option or communication preferences.
13. Artificial intelligence and automated processing
FZA may use artificial intelligence, automated rules, robotic process automation, optical character recognition, analytics, and other digital technologies to support:
- Pre-filling information.

- Validating data and document completeness.
- Classifying and routing applications.
- Identifying inconsistencies or risk indicators.
- Generating service recommendations.
- Sending proactive notifications.
- Supporting FZA employees and customer-service agents.
- Improving service quality and processing efficiency.
Automated results may be subject to system validation, exception handling, or human review, depending on the nature of the service and the applicable requirements.
The use of artificial intelligence or automated processing does not replace any official review, endorsement, or approval required under applicable laws, regulations, or procedures.
Guidance provided by a chatbot, virtual assistant, or AI-supported tool is informational unless it is confirmed through an official FZA record, notification, approval, or service outcome.
Outputs, recommendations, or responses generated by artificial-intelligence or automated-processing tools are not official decisions or approvals unless they are formally adopted or issued through an approved FZA channel.
Where applicable, the applicant may use an authorized FZA support or complaint channel to report inaccurate automated information or request assistance from an FZA employee.
14. Applicant responsibilities and acceptable use
The applicant must:
- Use FZA services lawfully and only for their intended purpose.
- Provide the requested information and documents on time.
- Ensure that all information and documents submitted are accurate, complete, and current, and notify FZA of any change.

The applicant must notify FZA immediately upon becoming aware of any unauthorized use of their account or authentication credentials, or any incident that may affect account security.
FZA may restrict, suspend, or cancel access to services, or take any other lawful action, where misuse, fraud, unauthorized access, or a security risk is reasonably suspected, in accordance with applicable laws and procedures.
15. System availability and service changes
FZA will take reasonable measures to maintain the availability, security, reliability, and continuity of its digital services.
A temporary interruption, restriction, or delay in service delivery may occur because of:
- Planned maintenance.
- Security updates.
- Emergency maintenance.
- Interruption of a third-party or government system.
- Telecommunications or payment-network failure.
- Cybersecurity incidents.
- Events outside FZA's reasonable control.
FZA is not responsible for a delay, interruption, restriction, or unavailability of a service where it results from any of the circumstances listed above or another event outside FZA's reasonable control.
FZA may update service forms, requirements, channels, processes, fees, or terms to meet legal, regulatory, operational, security, or service-improvement requirements. Such updates will not apply retroactively to applications submitted before their effective date unless required by law or a decision of a competent authority.
Updates will take effect from the date of publication or the date stated in the relevant FZA notice, unless applicable law or a competent-authority decision requires otherwise.
The version accepted by the applicant at the time of submission will be recorded with the application, except where a mandatory change under law or a competent-authority decision must apply.
16. Support, complaints, and review of decisions
The applicant may submit an inquiry, complaint, suggestion, technical-support request, or request for review through FZA's authorized channels.
The applicant should provide the relevant application or request reference number to facilitate follow-up and verification.
Submitting an inquiry, complaint, or request for review does not suspend processing of the application or any official deadline, financial obligation, penalty, or regulatory action unless FZA or the competent authority decides otherwise.
Requests to review or challenge decisions are subject to the procedures, timelines, and competent authority specified under applicable laws, regulations, and decisions.
Where applicable, FZA will review the complaint or request for review and notify the applicant of the outcome through its authorized channels in accordance with the approved procedures and timelines.
This section does not prejudice any right of grievance, objection, or appeal granted under the applicable laws, regulations, or decisions of the United Arab Emirates.
17. Governing law, language, and severability
These General Terms and Conditions are governed by and interpreted in accordance with the laws, regulations, and decisions in force in the United Arab Emirates and the Emirate of Ajman.
Any dispute or formal review will be handled through the applicable FZA administrative procedures and, where required, referred to the competent authority or court.
The Arabic and English versions are intended to have the same meaning. If there is any inconsistency between the Arabic version and any translation, the Arabic version will prevail unless applicable law provides otherwise.
If any provision of these General Terms and Conditions is held to be invalid or unenforceable, the validity and enforceability of the remaining provisions will not be affected, and those provisions will continue to apply to the extent permitted by law.
